Is God partial towards unbelievers?
The Devil is very powerful, but no matter how high and mighty he is, he is still subjected to the will of God. Apart from the will of God, he could do nothing to a person, born again believer or unbeliever, even though he is the "god of this world." (2 Corinthians 4:4)

That's why churches or Christians who teach that God only sends good but not evil are not telling the whole truth (half truth = a whole lie). God owns everything under the whole heaven and the wole earth. He was the one who gave the Devil permission to wreck evil in a person's life, for example:
Job 1:12 "And the LORD said unto Satan, Behold, all that he hath is in thy power; only upon himself put not forth thine hand. So Satan went forth from the presence of the LORD."
Job 2:6 "And the LORD said unto Satan, Behold, he is in thine hand; but save his life."
1 Kings 22:21-22 "And there came forth a spirit, and stood before the LORD, and said, I will persuade him. 22 And the LORD said unto him, Wherewith? And he said, I will go forth, and I will be a lying spirit in the mouth of all his prophets. And he said, Thou shalt persuade him, and prevail also: go forth, and do so."
God was the one who gave the Devil and his evil angels permission to bring evil in a person's life, and apart from his permission, even Satan cannot send evil in your life. That's why Proverbs tells us "The fear of the LORD is the beginning of wisdom..." (Proverbs 9:10)
Matthew 10:29-30 "Are not two sparrows sold for a farthing? and one of them shall not fall on the ground without your Father. 30 But the very hairs of your head are all numbered."
These verses tell us that there is nothing that happens without God's knowledge: even the hairs on the head of every person that has ever lived from history into the future did not fall to the ground without God the Father's permission.
What is the "will of God" then? In legal terms, a will is a legal document that sets forth your wishes, simply said. Likewise, the will of God is also a legal document that sets forth his wishes for mankind.
The entire mankind are broadly separated into two groups of people:
"Whosoever believeth in him" (John 3:16)
"He that believeth not" (John 3:18)
The will of God is not the same for these two groups of people. There are laws and statutes in the 66 books of the Holy Bible that govern how each of these groups are rewarded or punished for their deeds according to the will of God.
Proverbs 24:16 "For a just man falleth seven times, and riseth up again: but the wicked shall fall into mischief."
John 16:33 "These things I have spoken unto you, that in me ye might have peace. In the world ye shall have tribulation: but be of good cheer; I have overcome the world."
Born again believers are not exempted from punishments and evil things in life just because they are the children of God. In fact, a child of God must expect tribulation after tribulation at some points in his life.
Job 33:27-28 "He looketh upon men, and if any say, I have sinned, and perverted that which was right, and it profited me not; 28 He will deliver his soul from going into the pit, and his life shall see the light."
The difference between a born again believer and another person is that he knows to conduct himself according to God's will and intercede according to the will of God. The God of the Holy Bible is a merciful God, and he will pardon his iniquity.
Proverbs 16:22 "Understanding is a wellspring of life unto him that hath it: but the instruction of fools is folly."
John 4:14 "But whosoever drinketh of the water that I shall give him shall never thirst; but the water that I shall give him shall be in him a well of water springing up into everlasting life."
The fear of the LORD is a wellspring of life. In the keeping of God's commandment he will be blessed, and in the transgression of the law of God he will be chastised. A born again believer knows and understands this from the will of God spelled out clearly in the 66 books of the Holy Bible.
Hebrews 12:7-8 "If ye endure chastening, God dealeth with you as with sons; for what son is he whom the father chasteneth not? 8 But if ye be without chastisement, whereof all are partakers, then are ye bastards, and not sons."
What about an unbeliever? Is God partial towards them? God forbid.
Deuteronomy 1:17 "Ye shall not respect persons in judgment; but ye shall hear the small as well as the great; ye shall not be afraid of the face of man; for the judgment is God’s: and the cause that is too hard for you, bring it unto me, and I will hear it."
Acts 10:34 "¶ Then Peter opened his mouth, and said, Of a truth I perceive that God is no respecter of persons:"
James 2:3-4 "And ye have respect to him that weareth the gay clothing, and say unto him, Sit thou here in a good place; and say to the poor, Stand thou there, or sit here under my footstool: 4 Are ye not then partial in yourselves, and are become judges of evil thoughts?"
The answer is 'No'. God is not a respecter of man that he should be partial towards an unbeliever. He will reward and punish according to a person's deeds regardless of whether he is a child of God or a child of the Devil.
Exodus 9:20-21 "He that feared the word of the LORD among the servants of Pharaoh made his servants and his cattle flee into the houses: 21 And he that regarded not the word of the LORD left his servants and his cattle in the field."
The context of this passage is about a hail judgment that was about to befall the land of Egypt. Notice that there is a difference in the eyes of the LORD between an unbeliever who fears the word of the LORD, and another unbeliever who regards not the word of the LORD. The servants of the Pharaoh who feared the words of the LORD and fled into the houses did not perish, but those who regarded not the words of the LORD obviously perished in the field.
Ezekiel 33:14-16 "Again, when I say unto the wicked, Thou shalt surely die; if he turn from his sin, and do that which is lawful and right; 15 If the wicked restore the pledge, give again that he had robbed, walk in the statutes of life, without committing iniquity; he shall surely live, he shall not die. 16 None of his sins that he hath committed shall be mentioned unto him: he hath done that which is lawful and right; he shall surely live."
This is my second witness. If an unbeliever shall turn from his sin at the words of the LORD, and do that which is right in the eyes of the LORD, he shall surely live, and not die.
Matthew 12:41 "The men of Nineveh shall rise in judgment with this generation, and shall condemn it: because they repented at the preaching of Jonas; and, behold, a greater than Jonas is here."
God is not a respecter of persons that he should be partial with an unbeliever. If an unbeliever repents at the words of the LORD, he shall surely live.
Romans 2:11-15 "For there is no respect of persons with God. 12 For as many as have sinned without law shall also perish without law: and as many as have sinned in the law shall be judged by the law; 13 (For not the hearers of the law are just before God, but the doers of the law shall be justified. 14 For when the Gentiles, which have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves: 15 Which shew the work of the law written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another;)"
Therefore, if an unbeliever do the will of God from his heart without knowledge of the law, he too, will be rewarded according to his deeds.
Ecclesiastes 12:13-14 "¶ Let us hear the conclusion of the whole matter: Fear God, and keep his commandments: for this is the whole duty of man. 14 For God shall bring every work into judgment, with every secret thing, whether it be good, or whether it be evil."
God will judge a man based on his deeds, which in turn reveals what’s in his heart, but the greatest transgression of a perpetual unbeliever is the blasphemy of the Holy Ghost for rejecting the way, the truth and the life.
Psalms 19:13-14 "Keep back thy servant also from presumptuous sins; let them not have dominion over me: then shall I be upright, and I shall be innocent from the great transgression. 14 Let the words of my mouth, and the meditation of my heart, be acceptable in thy sight, O LORD, my strength, and my redeemer."
Matthew 12:31-32 "¶ Wherefore I say unto you, All manner of sin and blasphemy shall be forgiven unto men: but the blasphemy against the Holy Ghost shall not be forgiven unto men. 32 And whosoever speaketh a word against the Son of man, it shall be forgiven him: but whosoever speaketh against the Holy Ghost, it shall not be forgiven him, neither in this world, neither in the world to come."

For this, his punishment will be eternal damnation in hell and the lake of fire even as the word of God continues to be true for eternity.
